Next Time Control Your Greed: Jailed Kabale District Officials Forced To 'Vomit' Stolen PDM Funds

Six Kabale district officials including it’s former CAO Edmond Ntimba have been released on Police Bond after they agreed in writing to refund millions of shillings meant for the Parish Development Model (PDM), which they misused.

Mr Ntimba, who is now the CAO for Mitooma District was arrested with the other five for alleged embezzlement of Shs 289Million.

These were released after they paid Shs 120Million and committed to return the remainder.

The suspects had been in detention at Kabale Central Police Station since Friday last week.

The other detained officials are Julius Mujuni , the Chief Finance officer, Erasmus Natumanya, the District Commercial Officer, Mwebesa Beda the District production officer, Kakuru Boaz the District Planner and Namara Christopher the District Community Development officer.

They were arrested on Friday afternoon in a meeting that was convened at the RDC’s office by the PDM Secretariat officials led by Jovin Kyomukama Kalisa, the Deputy National Coordinator of the program.

In the financial year 2021/2022, Kabale district local government received Shs 563,561,450 for PDM activities and revolving funds worth Ugx 289 million meant for parish SACCOs.

But the latter was allegedly withdrawn from the bank by the suspects between the months of July 2021 and June 2022.

Kalisa says that she received information from a whistleblower that the accused officers secretly withdrew the money and that only Ugx 111M out of the Ugx 400m Kabale received in February to be disbursed to PDM parish SACCOs was released by the district technocrats.

Kalisa says after returning the 120Million, the suspects were given 5 days to repay the remainder.

“My interest is to recover the stolen money and they have entered an agreement with PS ministry of local government, to have paid the remaining money in 5 days and if they don’t we shall re-arrest them “. Said Kalisa

ASP Elly Maate the Kigezi Regional Police spokesman says that the six suspects were granted police bond as police conducts further investigations.
