Masaka: Just months after being appointed as a senior presidential advisor in charge of Greater Masaka, Justine Nameere is already in news not because of advising the president but because of allegedly shielding those believed to be serial corrupt mafias in Masaka city and its surroundings.
Nameere is accused by Mr Tushabe Bruce Nzabanita the President of Volunteer Uganda Extra an NGO based in Lwengo District, of using her office and powers as Presidential advisor 'to unfairly and terribly duress, force/compel' him to withdraw the energy he has inserted against CAO Lwengo over alleged corruption and abuse of office at Lwengo district local government wherein the former chief Administration office in collusion with the district engineer, district service commission made an illegal internal submission with intention of irregularly recruiting an assistant engineering officer in the names of Nakibuuka Sulaina who was previously working with Lwengo on alleged contract as headman road gang (casual worker) whose contract had since expired and had already been appointed by Masaka District as an assistant engineering officer.

It is alleged that Sulaina's fiance known as Kayondo Musa Bahat approached Nameere who is Nzabanita's boss at her Masaka based TMTV and asked her to order Nzabanita to get off matters of his [Kayondo] fiance Sulaina.
Without hesitation, Nameere allegedly summoned Nzabanita and started to terribly force him to respond to Kayondo's wishes which Nzabanita declined. It is said that this angered Nameere who started spreading toxic propaganda against Nzabanita including accusing him of extortion using the name of the TV.

As a result therefore, Nzabanita through his lawyers of Sebanja & Co.Advocates has given 14days to apologize to him, publicise in public media retracting withdrawing heinous and unjustified allegations of extortion against him [Nzabanita] in the name of TM TV, failure of which she will be dragged to court.
All the above are summarized in the intention to sue notice served to Nameere via the post office. It reads as below;

We act for and on behalf of Tushabe Bruce Nzabanita the president VOLUNTEER UGANDA EXTRA LTD herein referred to as our client on whose instructions we address you as hereunder as per the letter and the spirit of the subject herein above captioned but briefly in terms here below articulated for your consumption and most urgent attention.
1. That Tushabe Bruce Nzabanita is a president of Volunteer Uganda Extra Ltd a corporate " persona" (body) incorporated under the company Act 2012 Laws of Uganda encapsulated with the mandate to fight corruption, protection of human rights, ensuring transparency and accountability of public funds, Legal protection and the rule of laws. Our client as a president of volunteer Uganda, no doubt is a person of high moral character, with proven indisputable integrity and his name for the last couple of years has never had a dent.
2. That our client being a highly gifted orator, a renowned NRM mobiliser and political analyst, he was admired by the CEO TM TV and requested him to render TM TV services as presenter POLITICAL TALK SHOWS and on that account, he was given an appointment to that effect dated 27 /10/2021 whose effective date is 1" Dec 2021 to date. However, TM TV station has never been on air although our client's contract with her is still running. It is a known fact and within the 2 of 5 knowledge of Nameere Justine (CEO) that at the time of executing a contract of employment with our client, he was still and still a serving officer at the position of president volunteer Uganda Extra Ltd.
3. To be precise and unfold the source of vendetta and the bad blood that is seemingly flowing between Tushabe Bruce Nzabanta and Nameere Justin even before they start to working together and for the þublic not to be misled and diverted, came as follows;

That on 17" January 2022 theMM Advocates (with no specific address) as agents of TM TV acting under the instructions of its CEO herein Madam (Nameere Justine) who contains the living soul of TM TV LTD issued illegal public notices on Whatsup as social media, publically damaging the respected reputation of our client, alleging he has been going around in public extorting money from the unsuspecting members of the public in the name of TM TV whereas it is within your knowledge that the allegations are baseless and untrue but only acting in bad faith as a mercenary to damage our clients' good reputation. Surprisingly, even you are personally involved in the same.
How can anyone extort in the name of a TV that is not on air, no channel etc?

That Volunteer Uganda through a whistle Brower allegedly got information connected with corruption and abuse of office at Lwengo district local government wherein the former chief Administration office in collusion with the district engineer, district service commission made an illegal internal submission with intention of irregularly recruiting an assistant engineering officer in the names of NAKIBUUKASULAINA who was previously working with Lwengo on alleged contract as headman road gang(casual worker) whose contract had since expired and had already been appointed by Masaka District as an assistant engineering officer.
6. That on the basis of that allegation volunteer Uganda wrote to the CAO for access public information Act 2005 and its attendant regulations 2011 concerning illegal recruitment, a copy herein attached dated 28/12/202 1.REF VUEL/GEN/255.
7. It is alleged that the impugned public officer that was intended to be illegally recruited herein Nakibuuka Sulaina is allegedly a fiancée to a one Kayando Musa Bahat who has been confronting our client on many occasions claiming that he had failed his fiancée to get a job irregularly at Lwengo.
8. That on Friday madam Nameere Justine called our client several times between 8:00pm - 9:00pm and even sent several messages on workers WhatsApp group for TM TV son 14" Jan 2022 calling him to meet at solo Height Hotel Kyotera road Masaka City wherein he could not meet you at night and you made an appointment to meet on the next day Saturday 1sh January 2022 at your office at 1.30pm.
9. That on Saturday our client met you at your office, at TM TV at Kizunga Masaka City at 3:00pm as agreed in presence of Kayondo Musa Bahat although he did not have plans of meeting Kayondo Musa Bahat.
10.That Kayondo Musa Bahat had allegedly reported our client to Nameere Justine CEO TM TV reportedly being the employer to our client wanted to use employer-employee relationship and allegedly being a presidential adviser to the president and purportedly being a daughter to a minister wanted to duress him to withdraw the letter of access to public information volunteer Uganda had written to CAO on the recruitment of Nakibuuka Sulaina the alleged purported fiancée to Kayondo Musa Bahat who is alleged to be a friend to Nameere Justine.
The CAO had refused to sign the appointment letter of Nakibuka Sulayina because of alleged irregularities and illegalities complained about by Volunteer Uganda Extra and was still pending on his table this as the reason for causing forceful withdrawal.
11.That when our client met you on Saturday at 3:00pm at your offices in presence of Kayondo Musa Bahati you unfairly and terribly duressed, forced/compelled our client to withdraw the letter volunteer Uganda had previously written to CAO Lwengo on the said alleged illegal recruitment which he ostensibly declined to comply with at your annoyance the reason being that the work of the organisation cannot be compromised with.,
12.That we are concerned, bewildered and flabbergasted by the wanton conduct of Nameere Justine who is a person at such a level of leadership and management magnitude and to the extreme a an allegedly appointed+senior presidential advisor, to habour intention of compromising corruption Acts and abuse of public office by alleged officials of Lwengo district in form of protecting illegal recruitment of public officer who is an alleged fiancée to Kayond Musa by irrational issuing defamatory public notices over TM TV official employee in the names of Tushabe Bruce Nzabanita, in respect to extortion claims when it is within Your knowledge that you are doing it as a punishment/reward/ sanction for not withdrawing a claim in alleged corruption and abuse of office pertaining to illegal recruitment of a public officer connected to your friend.
13.We are reasonably informed that on several instances you have perpetuated harassment and threats on our client in all forms but most importantly claiming that being a presidential advisor and presumably an alleged daughter to the most respected and disciplined minister in this government honourable Bamulangaki Ssempijja you promised to put the life of our client at stake.
14. Without prejudice to the foregoing being a public official and an alleged daughter to the cabinet minister does not equip you with the locus to interfere with any person rights to liberty and right to life. It does not justify your wanton conduct whatsoever in disturbing our client's peace by hurling all sorts of insults, threats and witch hunts. That you should bear in mind that the contract of employment between TM TV and our client is still running and no notice of termination has ever been communicated to him as provided in the terms of the contract for that reason it is still if force.
15.That you should be informed that despite Tushabe Bruce Zabanita being an employee of TM TV under your supervision the work of volunteer Uganda Extra limited is distinct from the work of TM TV and there should no over up and the management of TM TV have no rights whatsoever to intermeddle or influence the practice of volunteer Uganda LTD
16.Finally but not least our client highly expects all this in pursuit of executing the mandate of the organization. However, it is regrettable that officers of government who would be giving a helping hand to enable the organization to execute its mandate are the same people used to fight it. That notwithstanding, this will make the organization stronger.

''RE: ACESS TO PUBUC INFORMATION PURSUANT TO ARTICLE 41(1) OF 1995 CONSTITUTION AS AMENDED, ACCESS TO INFORMATION ACT (2005) & ATTENDANT REGULATIONS 2011.
VOLUNTEER UGANDA EXTRA LTD İs a duly incorporated body under the laws of Uganda closed with "personal ficta", operating within Uganda, encapsulated with the mandate of protecting Human rights, fighting corruption, ensuring there is transparency and accountability of public funds and assets/resources, legal protection and rule of law.
IN PERSUIT of the foregoing inalienable objectives, rights and mandate, Volunteer Uganda is allegedly informed by a whistle Brower that arising out of alleged corruption, bribery, undue influence, your office made an illegal internal submission on two persons to the Lwengo district service commission with a view of the possible appointment of one of them as an assistant engineering officer for Lwengo Town Council. The two persons included SSALI
ALEX FREDRICK Road inspector salary scale U6 on permanent and pensionable basis AND NAKIBUUKA SULAYINA who as working on allegedly crafted contract as
headman for Road gang which contract had long expired. It is alleged that in the whole process THE DISTRICT SERVICE COMMISSION was equally bribed and eventually carried out interviews and appointed MS NAKIBUUKA SULAYINA as assistant engineering officer salary scale us.
We are informed that SSALI ALEX FREDRICK joined Lwengo District civil service in the year 2011 as borehole technician salary scale U7 and later promoted to Road inspector salary scale U6 the position he holds till to date despite having obtained the requisite qualification for the post of an officer in the civil service. All records are on his confidential file.
That in the year 2017 in the month of May the chief Administrative officer Mr Kuruhira Godfrey having assessed the qualification and level of competence of o SSALI ALEX FREDRICK were given assignment/ caretaker for the post of assistant engineering officer Lwengo Town council on the promise that he would soon be promoted to that post and he has at all material time lived under that legitimate expectation of elusive promotion.
That SSALI ALEX FREDRICK is aggrieved in that when he was given an assignment in Lwengo town council the post of assistant engineering officer was vacant following the departure o one Ssekajugo Stuart assistant engineering officer who went on promotion to Mityana Municipality as an engineering officer, the post had a wage bill but latter some officer in works department herein Kaweesi Robert (senior engineering officer/acting district engineer) out of Malice and in collusion with district finance department decided to remove the wage bill for that post so that they keep it for a person who had not acquired the requisite qualifications and was working as road gang and still at school, with intention of denying SALI ALEX FREDRICK to take up that post.
We are also informed that the complainant/ aggrieved since that time, has been applying for promotion' but all in vain. He was later promised by CAO Kisembe Grace that the post would attract the wage bill in the 2019/2020 financial Year (F) and that he would be submitted to the service commission for the post of assistant engineering officer.
That to his greatest astonishment and embarrassment the perpetrators of injustice on him did not rest. The sild alleged officer (Kaweesi Robert) colluded with the CAO (Muramira Winston Aggrey taking advantage of being new and allegedly bribing him with UGX 10,000,000/= By Kaweesi Robert, and the District service commission by allegedly bribing the secretary district service commission MR Kakembo Abdlgafar the principal human resource officer with UGX 6,000,000/= AND alleged bribe of UGX 3,000,000/= to MR Kberu Deus a member of the commission who chaired the interviews sat in the morning and in the evening he announced the successful candidate hatched a plan to give out the impugned position of assistant engineering officer to a one Nakibuuka Sulayina former road gang but all this happened as a result of alleged corruption, bribery, undue influence and bias by the district engineer Kaweesi Robert trying to protect The alleged successful officer.
That we equally reliably informed that the alleged district engineer herein Kaweesi Robert has been doing all this because he engaged in extramarital and infidelity affair with Nakibuuka Sulayina and sired one issue(child).so he has been fighting hard at al material cost to ensure the job is given to his incognito/ hidden love bird. All public officers should understand that taking official decisions being directed by such personal conduct and behaviour amount to an abuse of office. For that reason all government officers who participated in the illegal recruitment exercise be held accountable for abuse of public office. Public office is given on merit competency, not on friendship, marital relationship, nepotism as it is the case in Lwengo.
TAKE NOTICE that the whole process from the beginning leading to the appointment of Nakibuuka Sulayina was marred with Incurable irregularities. We advise the appointment of Nakibuka Sulayina be stopped and send back the minute of appointment and advise the district service commission to rescind it minute. Our observations are as follows,
a. We observe internal submissions cannot work on public officers who are not on a permanent and pensionable basis like Nakibuuka Sulayina who was on a contract moreover expired one. This is not what is envisaged under the public service standing orders.
b. That the internal submission made by CAO was irregular. Therefore the commission's work subsequent to an illegal submission is incurably defective and void.
It is on record that Nakibuka Sulayina was appointed on probation as a Road Inspector Masaka Local Government on 6 /Oct/2021. She submitted acceptance of appointment on 22/Nov/2021. She was given posting instructions on 22dNov/2021. Copies can be accessed with Masaka Local Government. Surprisingly even when she got a job in Masaka she illegally maintained her job at Lwengo with an expired contract and continued as force account manager illegally and it is alleged that her role was/ls to act as a conduit for siphoning public funds by Kaweesi Robert district engineer and others in the racket
The office of CAO continues to act out of the law by making illegal recruitments through internal submissions ON 08" NOV 2021 The CAO an internal submission to the service commission for appointment of TUKWASIBWE SPECIOZA GRADE 111 27791585497577 EDUCATION ASSISTANT SALARY SCALE U7 OF C/O KICHWAMBA NYAKYOJJO MBARARA. Imagine. Surely if this is not alleged corruption, bribery and undue influence what is it. Internal submission on a person entering service for the first time? (a copy of this internal submission is herein attached and marked "B"
The public service commission, checklist on submissions to the public service commission revised 2008 provides where internal submission is considered only eligible officers must be at the same level in rank scale and experience to perfectly compete but this was not followed.

VOLUNTEER UGANDA EXTRA LTD İs a duly incorporated body under the laws of Uganda closed with "personal ficta", operating within Uganda, encapsulated with the mandate of protecting Human rights, fighting corruption, ensuring there is transparency and accountability of public funds and assets/resources, legal protection and rule of law.
IN PERSUIT of the foregoing inalienable objectives, rights and mandate, Volunteer Uganda is allegedly informed by a whistle Brower that arising out of alleged corruption, bribery, undue influence, your office made an illegal internal submission on two persons to the Lwengo district service commission with a view of the possible appointment of one of them as an assistant engineering officer for Lwengo Town Council. The two persons included SSALI
ALEX FREDRICK Road inspector salary scale U6 on permanent and pensionable basis AND NAKIBUUKA SULAYINA who as working on allegedly crafted contract as
headman for Road gang which contract had long expired. It is alleged that in the whole process THE DISTRICT SERVICE COMMISSION was equally bribed and eventually carried out interviews and appointed MS NAKIBUUKA SULAYINA as assistant engineering officer salary scale us.
We are informed that SSALI ALEX FREDRICK joined Lwengo District civil service in the year 2011 as borehole technician salary scale U7 and later promoted to Road inspector salary scale U6 the position he holds till to date despite having obtained the requisite qualification for the post of an officer in the civil service. All records are on his confidential file.
That in the year 2017 in the month of May the chief Administrative officer Mr Kuruhira Godfrey having assessed the qualification and level of competence of o SSALI ALEX FREDRICK were given assignment/ caretaker for the post of assistant engineering officer Lwengo Town council on the promise that he would soon be promoted to that post and he has at all material time lived under that legitimate expectation of elusive promotion.
That SSALI ALEX FREDRICK is aggrieved in that when he was given an assignment in Lwengo town council the post of assistant engineering officer was vacant following the departure o one Ssekajugo Stuart assistant engineering officer who went on promotion to Mityana Municipality as an engineering officer, the post had a wage bill but latter some officer in works department herein Kaweesi Robert (senior engineering officer/acting district engineer) out of Malice and in collusion with district finance department decided to remove the wage bill for that post so that they keep it for a person who had not acquired the requisite qualifications and was working as road gang and still at school, with intention of denying SALI ALEX FREDRICK to take up that post.
We are also informed that the complainant/ aggrieved since that time, has been applying for promotion' but all in vain. He was later promised by CAO Kisembe Grace that the post would attract the wage bill in the 2019/2020 financial Year (F) and that he would be submitted to the service commission for the post of assistant engineering officer.
That to his greatest astonishment and embarrassment the perpetrators of injustice on him did not rest. The sild alleged officer (Kaweesi Robert) colluded with the CAO (Muramira Winston Aggrey taking advantage of being new and allegedly bribing him with UGX 10,000,000/= By Kaweesi Robert, and the District service commission by allegedly bribing the secretary district service commission MR Kakembo Abdlgafar the principal human resource officer with UGX 6,000,000/= AND alleged bribe of UGX 3,000,000/= to MR Kberu Deus a member of the commission who chaired the interviews sat in the morning and in the evening he announced the successful candidate hatched a plan to give out the impugned position of assistant engineering officer to a one Nakibuuka Sulayina former road gang but all this happened as a result of alleged corruption, bribery, undue influence and bias by the district engineer Kaweesi Robert trying to protect The alleged successful officer.
That we equally reliably informed that the alleged district engineer herein Kaweesi Robert has been doing all this because he engaged in extramarital and infidelity affair with Nakibuuka Sulayina and sired one issue(child).so he has been fighting hard at al material cost to ensure the job is given to his incognito/ hidden love bird. All public officers should understand that taking official decisions being directed by such personal conduct and behaviour amount to an abuse of office. For that reason all government officers who participated in the illegal recruitment exercise be held accountable for abuse of public office. Public office is given on merit competency, not on friendship, marital relationship, nepotism as it is the case in Lwengo.
TAKE NOTICE that the whole process from the beginning leading to the appointment of Nakibuuka Sulayina was marred with Incurable irregularities. We advise the appointment of Nakibuka Sulayina be stopped and send back the minute of appointment and advise the district service commission to rescind it minute. Our observations are as follows,
a. We observe internal submissions cannot work on public officers who are not on a permanent and pensionable basis like Nakibuuka Sulayina who was on a contract moreover expired one. This is not what is envisaged under the public service standing orders.
b. That the internal submission made by CAO was irregular. Therefore the commission's work subsequent to an illegal submission is incurably defective and void.
It is on record that Nakibuka Sulayina was appointed on probation as a Road Inspector Masaka Local Government on 6 /Oct/2021. She submitted acceptance of appointment on 22/Nov/2021. She was given posting instructions on 22dNov/2021. Copies can be accessed with Masaka Local Government. Surprisingly even when she got a job in Masaka she illegally maintained her job at Lwengo with an expired contract and continued as force account manager illegally and it is alleged that her role was/ls to act as a conduit for siphoning public funds by Kaweesi Robert district engineer and others in the racket
The office of CAO continues to act out of the law by making illegal recruitments through internal submissions ON 08" NOV 2021 The CAO an internal submission to the service commission for appointment of TUKWASIBWE SPECIOZA GRADE 111 27791585497577 EDUCATION ASSISTANT SALARY SCALE U7 OF C/O KICHWAMBA NYAKYOJJO MBARARA. Imagine. Surely if this is not alleged corruption, bribery and undue influence what is it. Internal submission on a person entering service for the first time? (a copy of this internal submission is herein attached and marked "B"
The public service commission, checklist on submissions to the public service commission revised 2008 provides where internal submission is considered only eligible officers must be at the same level in rank scale and experience to perfectly compete but this was not followed.
AS A RESULT of the foregoing prema-facie allegations, VOLUNTEER UGANDA EXTRA hereby request to be legally permitted to access public information relating to the whole alleged transaction above mentioned but precisely contained in the following documents.
L.The chief administrative officers (CAO) internal submission forwarding/submitting NAKIBUKA SULAYINA AND SSALI ALEX FREDRICK to district service commission recommending them for the post of assistant engineering officer
2. The academic qualifications of both officers are mentioned above. 3. Appraisal forms for NAKIBUKA SULAYINA AND SSALI ALEX FREDRICK.
4. Application forms for NAKIBUKA SULAYINA AND SSALI ALEX FREDRICK when they first entered service. 5. Controct of service for Nakibuka Sulayina District service commision minute (instrument) appointing Nakibuuka Sulayina as assistant engineering officer.
6. District service commission score sheets on the performance of both NAKIBUKA SULAYINA AND SSALI ALEX FREDRICK in service commission during interviews.
7. The Chief Administrative Officers (CAO) internal submission forwarding/submitting TUKWASIBWE SPECIOZA GRADE II 27791585497577 to district service commission recommending her for the post of EDUCATION ASSISTANT SALARY SCALE U7.
